Some may lack instinct but they compensate for that flaw by working especially hard on their goals. Talent is therefore made up for by stamina and effort. This is how seemingly unintelligent people can rise to positions of importance. This is seldom the case for the most publicized positions for they tend to be reserved for those individuals that posses certain relations to those already in positions of importance. These fortunate fools may not be of blood relation but there is an interest in the party with the power to appoint the other to such high positions. So, success can be divided based upon two distinct, but not necessarily disjoint characteristics: those that know the right thing, and those that know the right person.
